Ismatullah Irgashev, Uzbekistan’s Special Representative for Afghanistan, announced the formation of a joint commission. Tashkent and Kabul created this commission to address matters related to the construction of the Qosh Tepa Canal in Afghanistan.
Irgashev announced that Afghan and Uzbekistan delegations plan to hold a third joint meeting in Tashkent in the coming days. The meeting will build on prior discussions as both countries work to ensure they respect each other’s mutual interests while the project progresses.
Ismatullah Irgashev stated that Afghanistan has the right to utilize water from the Amu Darya and that authorities should use this resource according to agreed-upon allocations.

Afghanistan’s Water Rights
The special representative for Uzbekistan on Afghanistan stated, “It’s important to note that Afghanistan and the Afghan people have the right to make use of the Amu Darya’s waters as a primary matter. There are no concerns or challenges regarding this right. The key issue is determining how much water to draw from the Amu Darya. Authorities must consider the interests of all countries using the Amu’s water resources. They should also account for the fact that the water level in the Amu Darya varies each year. This variability means that in one year, the water level may rise, while in another, it may decrease.”
In his interview with the news agency, Ismatullah Irgashev said: “We have established a joint delegation for the construction of the Qosh Tepa Canal. So far, participants have held two meetings. One was in Kabul, and the second took place in Mazar-e-Sharif. Participants will soon hold the third meeting in Tashkent, the capital of Uzbekistan.”
Abdul Sadiq Hamidzoy, a political analyst, told TOLOnews that Afghanistan has established its right to the Amu Darya, and no one needs to affirm or deny this matter.
The interim government states that the Qosh Tepa Canal, the largest irrigation canal in Afghanistan, will receive its project budget from the country’s mining revenue. Work on the second phase of the Qosh Tepa Canal has reached the Andkhoy district of Faryab province.
